The cost cap "punishment" won't really have an impact on the '23 car for RB so they'll walk next year's championship, but '24 might be a bit closer. Mercedes probably were the most improved team of '22 so I'd put them as clear number 2 for next year. Ferrari will probably have a decent car, but I can't see the operational issues disappearing overnight.

I think mclaren are 2/3rd best at the minute but it’s a ever evolving game - they need to get back at the front again like they were in austria. Tight between them and Mercedes at present.
Biggest improvement other than Mclaren definitely has to be Williams for me.

Some of the teams could double their WT time, and still produce a poor car. Exactly a 10% penalty would hurt a weaker team more. So the penalty shouldn't be in percentages or it should be 10% of a last place team time. Yes, broadly I disagree with in season changes that are for items, even tenuously, within the written rules. When they seem to make a clear difference, as appears the case here, it's very hard on that team, personnel and supporters to reconcile.
Further, as we don't have the full picture out in public, it's not easy to form decent opinion to understand it either.
Has it not? Looking at the number of developments brought I think there is a clear impact.
